Start an online business in Croatia

The steps the government of Croatia sets for a new business that sells online, each linked to the official page that runs it, then the steps to open your store. Read from the official sources on October 14, 2026.

Set up your business in Croatia

The steps in the order most new sellers take them. Each is read from the official page linked under it.

  1. 1. Choose a legal form

The government portal names obrt (craft), d.o.o. and j.d.o.o. as the forms that can be set up.

  2. 2. Register the business

Companies are entered in the court register (sudski registar) and crafts in the crafts register (Obrtni registar), and both can be registered online through the government START system.

  3. 3. Get your tax number

The Tax Administration (Porezna uprava) assigns the 11-digit OIB, and the VAT ID is the OIB with the prefix "HR".

  4. 4. Check when you must register for VAT

The Tax Administration states the VAT registration threshold rose from 40,000.00 euros to 60,000.00 euros from 1 January 2025 (the EU SME portal also states 60.000 Euro).

  5. 5. Follow the rules for selling online

The EU Your Europe page sets out the EU consumer rules on contracts, distance selling and returns that apply in Croatia.

Which legal form should I choose in Croatia?

The official page in step 1 lists the forms a business in Croatia can take. Your choice decides how you register, how you are taxed and whether your own money is kept apart from the business, so an adviser in Croatia is worth asking before you decide.
