Set up your business in Hong Kong
The steps in the order most new sellers take them. Each is read from the official page linked under it.
1. Choose a legal form
A Hong Kong government business registration guide separates corporations, which typically means limited companies, from non-corporate entities such as sole proprietorships and partnerships.
2. Register the business
Every business, including a sole proprietorship, must register with the Business Registration Office of the Inland Revenue Department, while limited companies are incorporated with the Companies Registry.
3. Get your tax number
A business receives a Business Registration Certificate from the Business Registration Office of the Inland Revenue Department, and it must be displayed at the business address.
4. Check your tax registration
The Financial Services and the Treasury Bureau states "There is no value-added or sales tax" in Hong Kong, so no threshold applies.
5. Follow the rules for selling online
The Commerce and Economic Development Bureau states the Trade Descriptions Ordinance "is applicable to both physical and online traders" (LegCo reply dated 15 July 2026).
